Blue Oaks: Work Schedule for July 18 - July 25

To reduce traffic impact, night work will occur, 8 p.m. to 6 a.m., July 21-22 and potentially July 23. Blue Oaks Boulevard is a heavily used main arterial road and some work requires prolonged lane closures. So construction during certain phases of the project is being restricted to nighttime work hours. Because homes are nearby, the City is limiting night work as much as possible. However, because some construction work would cause significant traffic disruption during the day, completing the work at night is the best alternative. The contractor will post electronic message signs at each end of the construction area showing the date, time, and type of construction. The roadway will reopen to traffic as soon as it is ready and safe for drivers.

Road resurfacing will also occur on Blue Oaks Boulevard between Crocker Ranch Road and Highway 65. The portion of road between Foothills Boulevard and Highway 65 is not being widened as part of this project. Construction is underway weekdays, 7 a.m. to 4 p.m. through September 2014. Impacts on traffic will include intermittent lane closures which may result in delays. Every effort is being made to minimize effects on traffic. See the current work schedule in the table below.

Blue Oaks Boulevard from Crocker Ranch Road to Foothills Boulevard is being widened from two lanes in each direction, to three. Widening work will take place in the median. Some non-signalized left-hand turn pockets will be closed during portions of construction. View details (PDF). Road resurfacing will also occur on Blue Oaks Boulevard between Crocker Ranch Road and Highway 65. The portion of road between Foothills Boulevard and Highway 65 is not being widened as part of this project.

Paving requires prolonged lane closures, so work during the paving phase of the project is being restricted to nighttime work hours. Because homes are nearby, the City is limiting night work as much as possible. However, because paving would cause significant traffic disruption during the day, completing this portion of work at night is the best alternative. The contractor will post electronic message signs at each end of the construction area showing the date, time, and type of construction. A city-hired contractor will perform the nighttime paving, which will require closing one to two lanes of traffic. The treatment is a two-step process. The first step is to grind a section of roadway that needs to be replaced. The second step is the placement of asphalt which will then be compacted. Once the asphalt has cooled, the roadway will be open to traffic.

This project is funded through Traffic Mitigation Funds and state grants.

RE: NOTICE OF NIGHT WORK FOR THE BLUE OAKS WIDENING PROJECT

Dear Resident:

As you may already know, Blue Oaks Boulevard from Crocker Ranch Road to Foothills Boulevard will be widened from two lanes in each direction, to three. Construction is

underway through September 2014. Widening work will take place in the median.

Road paving and resurfacing will also occur on Blue Oaks Boulevard between Crocker Ranch Road and Highway 65. The portion of road between Foothills Boulevard and

Highway 65 is not being widened with this project.

When will the streets be paved?

Blue Oaks Boulevard is scheduled to be paved at night May 19, 2014 to June 6, 2014. The working hours for this portion of the project will be 7:00pm to 6:00am. The contractor will post Changeable Message Signs (CMS) at each end of the project which will show the date, the time, and the type of construction.

What work will be done?

The pavement treatment that is being placed on Blue Oaks Boulevard is a hot mix asphalt pavement. A city-hired contractor will perform the pavement treatment. During the paving process, the contractor will close 1 to 2 lanes of traffic. The treatment is a two-step process. The first step is when the contractor will grind the section of roadway that needs to be replaced. The second step is placement of the hot mix asphalt pavement that will then be compacted. Once the new HMA has cooled, the roadway will be open to traffic.

Why is the work being done at night?

Blue Oaks Boulevard is a heavily used main arterial in Roseville. The paving operation will require prolonged lane closures causing severe congestion. For this reason, work during the paving phase of the project is being restricted to night time hours. We are aware that your home backs up to Blue Oaks Boulevard. That is why we limited night work as much as possible during the project. However, because the paving operation would cause such a severe disruption to the traffic flow along Blue Oaks, completing this portion of the work at night is the best alternative.
