INVASIVE AEDES MOSQUITOES DETECTED IN PLACER COUNTY
Yellow fever mosquito detected in Placer County. District implements response plan.
 
ROSEVILLE, Calif., July 19, 2022 – The Placer Mosquito and Vector Control District detected an invasive (non-native) species of mosquito on Thursday, July 14. The Aedes aegypti, commonly known as the yellow fever mosquito, was found in a residential Granite Bay neighborhood just south of Granite Bay High School. The California Department of Public Health confirmed the invasive species detection.

“We are following our invasive mosquito response plan to determine the extent of the infestation,” said Joel Buettner, General Manager. “We ask residents to help us by allowing our technicians to inspect front and back yards of nearby properties."

The District uses a science-based, Integrated Vector Management approach to assess mosquito activity and risk and conduct appropriate mosquito control. The District’s approach for the detected mosquito area is conducting door-to-door property inspections and setting mosquito traps to determine the infestation level.

The Aedes aegypti mosquito has been steadily spreading through California since it was first detected in Southern California in 2013.  In 2021, several northern California counties reported detections including Shasta, Yuba, Butte, Yolo and Sacramento. The mosquito is small and dark with a white violin-shaped marking on its back. Aedes aegypti can transmit several viruses, including Zika, dengue, chikungunya and yellow fever. These viruses, however, have not been found circulating in California. “While we are not aware of any local transmission of viral illnesses due to Aedes aegypti, the local appearance of these mosquitoes warrants extra precautions,” said Placer County Interim Health Officer Rob Oldham.

The public can help protect themselves by reporting unusual, daytime mosquito biting. The District also urges the public to eliminate standing water and runoff or pooling from irrigation systems since these mosquitoes can breed in small amounts of water and cryptic sources. Residents can also prevent mosquito bites by using EPA-registered repellents.

City Council adopts FY22-23 budget focusing on mission and fiscal responsibility

At its June 15 regular public meeting, the Roseville City Council adopted the City's Fiscal Year 2022-23 budget which includes $788 million in revenue and $767 million in expenses. The adopted budget directly supports the City’s mission to provide exceptional services in a fiscally responsible manner.

More than half of the City’s overall revenues and expenses are related to the operation of the community-owned electric, water, wastewater and refuse utilities.

Scores of infrastructure and capital improvement projects in approved City budget

Road resurfacing, a Regional Sports Complex, and utility infrastructure improvements are among scores of infrastructure and capital projects in the FY 22-23 City budget.

The combined capital improvement program budget is $105 million. The budget for individual projects can span multiple yearly city budgets. Work in FY22-23 on some projects may include planning, design, and other project preparation. Construction may begin on some projects in subsequent fiscal years.

Enjoy our first Concert on the Square

Get ready for some summer fun with Concerts on the Square and our amazing lineup of bands, food trucks and a beer garden. Head to Vernon Street Town Square this Saturday, June 18, for the first band of the summer, Lovedrive (Scorpions Tribute).

Concerts run every 3rd Saturday of the month from June through September. These events are free, but you can pay to rent a cabana. Gates open at 6:30 p.m., show starts at 7:30 p.m.

Summer is moving full STEAM ahead

We’re ready for summer with both fun and educational opportunities, like STEAM On The Square this Saturday, June 18, from 10 a.m. to noon. STEAM teaches kids how to question, explore, discover, create and imagine.

Join us for a morning in Vernon Street Town Square celebrating science, technology, engineering, art and math in a carnival-like atmosphere filled with games, puzzles and activities focused on STEAM concepts that also bring the F-U-N. STEAM On The Square has a variety of activities appropriate for kids ranging in age between 3-12.

Summer swimming and pool passes

We have some exciting pool news to share! Construction at the Roseville Aquatics Complex (RAC) is at a point where we can open the recreational pool in addition to the competition pool!

Beginning Tuesday, June 14, both the competition pool and recreation pool will be open for new, extended recreational swim times and reservations are no longer needed. Also, Summer Swim Passes are now available and can be used at all three Roseville pools through Labor Day.

Roseville Utilities’ Big Trucks Summer continues at Maidu Park 

Have you attended BIG TRUCKS SUMMER, yet? The first two events kicked off in early June and were a huge success. Families were able to see our fleet of pipescope, vactor, and electric line trucks, watch live demonstrations, talk to and ask questions with utility workers, and take home some cool giveaways from Environmental Utilities and Roseville Electric!

If you haven’t had the opportunity to attend Big Trucks Summer yet, we still have two more scheduled this month at Maidu Regional Park from 9 – 11 a.m.:

The proposed budget includes $788 million in revenue and $767 million in expenses, $70 million of which is due to a one-time loan the City is handling on behalf of the South Placer Wastewater Authority.

More than half of the City’s overall revenues and expenses are related to the operation of the community owned electric, water, wastewater and refuse utilities.

The City’s General Fund proposed budget, which consists of public safety, parks, libraries, public works and general government operations, is $212 million.

Roseville launching entrepreneurship center in partnership with Growth Factory

The City of Roseville, in partnership with the Growth Factory, is launching Roseville Venture Lab in Downtown Roseville.

City Council approved plans for the business accelerator and incubator at the May 18 meeting.

The Growth Factory will operate the entrepreneur center to strengthen the local startup business environment and spur job growth.

Recreational swimming at RAC by reservation only

The Roseville Aquatics Complex (RAC) is open for the season on May 28 by reservation only. Construction delays on the recreation and play pools means swimming is restricted to the competition pool which has limited space, resulting in the need for reservations. While the entire complex won’t be open on Memorial Day weekend, we hope to open more pool amenities soon (as construction permits). Reservations will be available each week on Mondays for the upcoming weekend.

The Mike Shellito Indoor Pool continues to offer recreation swim on the weekends. Summer hours at the Mike Shellito Indoor Pool and Johnson Pool begin on June 13.

Community creek clean-ups maintain our important waterways

In October 2021, Environmental Utilities’ stormwater program began hosting multiple Adopt-a-Creek clean-up events throughout the city. Outreach efforts led to residents in the community volunteering their time over the following months to refresh waterways that accumulated trash and other waste.

Simple tips to save energy and stay cool

It's heating up. We have simple steps you can take to save energy and money as we head into the hot summer months.

• Be window wise – When the temperature drops at night, open your windows to cool down you your home. In the morning, shut the windows and blinds to capture that cool air.
• Set your thermostat – While you’re home, set the thermostat to 78°. Also, avoid setting your thermostat to a colder setting than normal when you turn on your air conditioner. It will not cool your home any faster and could result in excessive cooling and unnecessary expense.
• Check your water heater – Water heating accounts for about 18% of the energy consumed in your home. Turn down the temperature to 120° in the summer months.

Community creek clean-ups maintain our important waterways

In October 2021, Environmental Utilities’ stormwater program began hosting multiple Adopt-a-Creek clean-up events throughout the city. Outreach efforts led to residents in the community volunteering their time over the following months to refresh waterways that accumulated trash and other waste.

City Council gives $1,000 for Placer County Veterans Monument

At its April 20 meeting, the Roseville City Council allotted $1,000 for the addition of plaques for the Placer County Veterans Monument to honor Roseville veterans.  Currently the monument contains the names of 470 Placer County veterans including 42 from Roseville.

The memorial is located in McBean Memorial Park in Lincoln and has been the work of the Lincoln Veterans Monument Coalition. The monument was unveiled May 31, 2021.

Downtown site planned for future senior housing

Roseville City Council approved a purchase and sale agreement with Bridge Housing Corporation for senior affordable housing in Downtown Roseville. Escrow is estimated to close in 2023 or 2024.

The proposed development plan includes a 55,506 square-foot affordable senior apartment building at 505 Royer Street, ranging from three to five stories. The 1.17-acre location will have approximately 70 age-restricted housing units for residents with income levels between 30% - 50% of Placer County’s median income. The adjacent parcel at 300 Taylor Street will include a 61-space parking lot.

Friday Flicks pre-party: High School Musical

Get ready for our free Friday Flicks pre-party and get your High School Musical fix! Join us this Friday, May 20, in Vernon Street Town Square as a band from Bach to Rock performs the music from the movie while you get to sing-a-long.

The fun begins with the band at 6:30 p.m., then the movie begins at 8 p.m. Movie Packs (themed crafts, games and snacks) are available to purchase on-site, or before the movie, for just $10.

Roseville hotel to be converted into permanent housing for homeless with state funding 

The California Department of Housing and Community Development has awarded Placer County $23.5 million in highly competitive funding as part of the Homekey 2.0 program.

The funding is for the intended purchase of the Hampton Inn & Suites Roseville to be converted as permanent supportive housing for people experiencing homelessness.

The hotel would have 82 residential units which will be managed by AMI Housing, a local nonprofit provider also providing supportive services.

“Since mid-2020, this particular hotel has contracted with Placer County to house our most vulnerable residents, with much success and very little fanfare,” said Roseville Mayor Krista Bernasconi. “This will create long term, safe housing with on-site services for residents, which we know is critical to their future.”

Crabb Park spray ground will be open!

We have exciting news to share about our Crabb Park spray ground. It opens this weekend! It joins the Vernon Street Town Square spray ground as a great place to beat the upcoming heat.

Here are the operating hours for both locations for the season:

• 10am-8pm on weekends only*, May 14 through Memorial Day
• 10am-8pm daily*, Memorial Day through Labor Day
• 10am-7pm daily*, Labor Day – September 30 (earlier sunset)

*Hours are subject to change due to special events or unplanned maintenance needs.

As a reminder, Luken Park and other smaller water play areas are closed due to drought since they do not recirculate water. See the full schedule.

Utility billing counter has moved across the street

Our utility billing counter has moved.

Payments can now be made in person at 116 S. Grant Street, which is located just across the street from Vernon Street Town Square. Our walk-up payment box has also moved. It is now located along the walkway between 116 S. Grant Street and the bank. Payments received after 4 p.m. will not be posted until the next business day.

World's Largest Steam Locomotive 'Big Boy No. 4014' visit postponed 

Union Pacific announced plans to postpone the Big Boy No. 4014’s West Coast Steam Tour to focus its efforts on easing supply chain congestion. The tour had been scheduled to depart Cheyenne, Wyoming, June 26.

“We know many rail enthusiasts make travel plans and communities prepare to act as host, which is why we made this decision now,” said Scott Moore, Union Pacific Senior Vice President – Corporate Relations and Chief Administrative Officer. “We have a duty to continue our efforts to reduce supply chain congestion and provide customers the service they deserve; given the impact of a steam tour on our operations that focus must be our priority.”

Union Pacific will communicate updated plans for a steam tour once service performance levels return to normal.

Pleasant Grove Boulevard Widening Project design underway

Nearly one-and-a-half miles of Pleasant Grove Boulevard between the Woodcreek Oaks and Foothills Boulevard intersections are planned for widening into the median to help improve traffic.

Preliminary design is underway. Once plans are finalized, the project is estimated for construction in 2023 or 2024.

Summer spray ground update

Summer is quickly approaching so we want to provide you an update on Roseville spray grounds and water play areas:

• Crabb Park water play structure is closed until further notice due to supply chain issues.
• Luken Park & other smaller water play areas will remain closed due to drought because they do not recirculate water.

Roseville hosts wastewater industry experts for hands-on learning 

In mid-April, more than 1,300 people attended the California Water Environment Association (CWEA) annual conference in Sacramento. In order to increase collaboration and hands-on learning, Roseville’s Dry Creek Wastewater Treatment Plant hosted one of the conference days on-site that consisted of several instructors, volunteers, and multiple demonstration stations.

Industry professionals were able to visit each station to learn about the city’s treatment processes, moving away from traditional classroom-type learning. This new addition to the conference was named the School of Solids.
