  7. Our annual election will take place at the general membership meeting on Tuesday, October 12th at St John's Church at 7 pm. Guest Speaker - Dominick Casey, Roseville City Manager 2021-2022 FFNA Board Nominees Loren Cook (Incumbent) Brief Statement: My wife and we are both retired and live in Fiddyment Farm. We enjoy spending time with our three grandchildren. I spent over 30 years in Executive Management and Senior Management positions at several high tech companies primarily in the Bay Area. I helped organize WFFNA (Westpark - Fiddyment Farm Neighborhood Association) and served as the President of WFFNA in 2008, 2009, 2011, 2013. After Westpark and Fiddyment Farm split in 2014 I have served as President of FFNA in 2014-2015 and 2015-2021. I also serve on several committees as well as volunteering for many citywide local events. I am a Roseville Fire Department volunteer as well as a Roseville Police Department volunteer. I donate the web space for FiddymentFarm.org and am the communication chairman for FFNA and I am also the current President of the Roseville Public Safety Foundation. Sue Hallahan Cook (Incumbent) Brief Statement: I have been a member of the Fiddyment Farm Board since it first founded with WestPark in 2007 and officially joined RCONA in 2008. I wish to continue as a member with the board, but only as a member-at-large, no longer as an officer. I feel I may still have some input to contribute, but also feel it is time for other neighborhood members to step-up and be more active in their association. I want to see our board continue to be strong, and we need more participation from the ever increasing areas of our Neighborhood Associations. Thank you for your consideration. Chris Erickson (Incumbent) Brief Statement: Christopher Erickson and his family have been Fiddyment Farm residents for over 9 years. Our son is now a 16-year-old Junior attending Oakmont High and has attended Junction Elementary and Chilton Middle school. Christopher is a realtor with Realty One Group Complete and a licensed Realtor since 2007. I have successfully represented both buyers and sellers in our neighborhood, I am "your neighborhood Realtor". Christopher has been an FFNA Board member and the Treasurer for a number of years now. I enjoy having an active role in our neighborhood and interacting with my neighbors whenever I can. I look forward to serving on the board of FFNA for the next year. Thank You for your vote. Robert Gorman (Incumbent) Brief Statement: I have been a Member of our Fiddyment Farm NA for the majority of 10 years plus. I participate in our Activities, ByLaws , Development and Elections Committees. My history is 33 Years in Sales, Service and Management in the industrial world. I am Married with much family and 2 Grandchildren. I am not working ,and semi-retired. I enjoy assisting in the many quality of life issues that our neighborhood associations presents for all of us. Date: 2/9/2021 Online presentation at WestPark and Fiddyment Farm Neighborhood Association meeting. Van Daele Homes – F-25 and F-26 HDR Development Presentation, Tim Fisher of Van Daele Homes gave a presentation for the proposed “Solstice at Fiddyment Ranch” HDR family homes (rentals) that will be built in F-25 and F-26 lots, area north of Old Coach Drive and Angus Road behind Phillips Park. These two sites were originally zoned for up to 277 units are now being proposed as 189 2-3 story family units (17 units per acre density) with the following features: Many homes with under-dwelling garages; total parking spaces 404 (378 covered including garage spaces). Clubhouse, pools, fitness facilities, play and recreation areas. Land developers must build Prairie Town Way before they can close the arrangement and start building, but it is expected to start in late spring/early summer of 2021, and complete late 2023/early 2024. These were stated as not being individual homes for purchase, not affordable or Section 8 housing, but rather standard rental units. Upon clarification, the original ‘affordable’ status of these two parcels was transferred to other property in 2009, and we will attempt to find out more about that. Farmland design, with front exteriors facing sidewalks and garage entrances and parking in back of properties. Similar construction to their Hideaway properties in River Islands developments (Lathrop, California). No HOA (all rentals). However, there will be on-site management FPI, already working with builders. Garages will be maintained for parking, not allowed to take up spaces with storage. No pricing established yet, no pet policies yet. An hour-long Q&A session followed with numerous concerns raised over sufficient parking and speeding issues, ‘single family occupancy’, park amenities with pet disposal facilities (developers will be paying towards amenities, but not bathrooms necessarily), and concerns about 3-story height (37’ tall--similar to other HDR facilities already in the WRSP). Trash disposal will be combination of dumpsters and trash cans. When asked if exterior walls had been considered in the planning, Mr. Fisher said they preferred pedestrian interface over exterior walls. Street parking will be allowed, including along Prairie Town Way. Mr. Fisher was invited to attend a future update meeting with our NAs as planning develops. Mr. Sean Morales (Rose Planning Dept.) indicated City Planning and Council meeting notices will be sent per state requirements (to residents within 300’) and posted on the RCONA website, and on City Planning sites.   18. From the City of Roseville, Planning Department... The use of the home in question falls under the “supportive housing” model which is explicitly authorized by California State law. The same law also preempts local governments like Roseville from prohibiting such housing in their jurisdictions. Supportive housing is defined as housing that is occupied by persons (including those with disabilities and families who are homeless) that are linked to onsite or offsite services that assist the residents in retaining housing, improving their health, and maximizing their ability to live. This law requires the City’s zoning ordinance to allow supportive housing as a permitted use type in residentially-zoned areas. The legislation has measures in place meant to regulate the operation of supportive housing to prevent negative impacts to neighborhoods. While supportive housing is authorized from a zoning perspective, the City of Roseville can still regulate any negative conduct occurring on the property, including but not limited to criminal, nuisance, or building code violations, just as we will with any other property in that neighborhood, should such conduct ever arise. One of the goals of Placer County’s Adult System of Care and Whole Person Care programs is to directly address the local need for affordable housing. The program meets this goal by purchasing homes, providing supportive services and reducing homelessness. Residents share the home and work with case managers to set individual goals and be supported with life skills to aid their efforts to live independently within the community. Only the most vulnerable homeless individuals are admitted to this Placer County program, including veterans, elderly, and those with multiple health problems. Placer County’s Whole Person Care refers clients to AMIH to be interviewed and hand-selected to participate in the program. Please note that the persons occupying this supportive housing will all be Placer County residents. Individuals with violent felonies within the last three years and registered sex offenders are prohibited from living in these homes. Case managers work with the residents daily to address any problems they may be having, and will work closely with the tenants to modify any inappropriate behaviors that result in nuisances to neighbors. AMIH has pledged to work diligently to be good neighbors and will modify the property as needed to provide more privacy for the tenants and surrounding neighbors. Please know that the City understands your concerns as a neighbor. Feel free to contact me with further questions.
