February 2, 2021 COVID vaccination update in Placer County The Placer County Public Health Division is currently conducting vaccine clinics for: Health care workers in Phase 1A priority groups (Tiers 1-3) Placer County residents 65 and older in Phase 1B Education, childcare and emergency services workers employed in Placer County in Phase 1B Check back at placer.ca.gov/vaccineclinics and text PLACERVACCINE to 898211 to receive vaccine updates. Make sure your health care provider has your current contact information. State eviction moratorium extended, help provided for tenants and small property owners Last week, Governor Newsom signed legislation to extend the state’s landmark eviction moratorium through June 30, 2021. The legislation pauses evictions for tenants who declare under penalty of perjury an inability to pay all or part of the rent due to a COVID-related reason. Tenants are still responsible for paying unpaid amounts to property owners, but those unpaid amounts cannot be the basis for an eviction, even after the moratorium ends. The legislation also establishes the State Rental Assistance Program to allocate the $2.6 billion in federal rental assistance California will receive. The program will target aid to income-qualified tenants most at-risk with unpaid back rent. Assistance will also be extended to property owners who agree to waive 20 percent of unpaid rent. Find more here United in Community Service: A message from Roseville Fire Chief Rick Bartee I shared a version of this message with our Roseville Fire Department last summer, following George Floyd’s death. Now as we begin Black History Month, our city staff asked me to share this message with our community. After some consideration, I agreed. As the city’s first Black fire chief and first Black firefighter, I feel a responsibility to do so. After witnessing the violence and struggle that has occurred over the centuries for so many groups, it is staggering to try and understand why something that causes so much pain, hate, and anger continues to exist. Hate, racism, and bigotry are a systemic issue across the globe. Our history in the United States regarding discrimination is unacceptable. It must change. In my close to 40 years of being in the Fire service I for one can attest to the struggles of many of these people through my personal first hand experiences of racism, discrimination, or bigotry while on-duty from inside and outside a much larger organization than I am in today. Speaking of them still stirs great emotion. I cannot change the past, however, I will continue to shape the future. In so many ways, as firefighters we are fortunate to play the role we do right now in society. We are helpers, we are protectors and we are professional problem solvers. As firefighters we are on the front lines during the most critical emergencies in communities. When we put on a fire department uniform and come to work, we support each other and all of our community. We demonstrate unyielding professionalism and personal accountability from everyone, in every aspect of our performance. We treat each other and the public with dignity and respect. It is our diversity of strength that makes us so successful in serving the public. As written on the side of all of Roseville Fire apparatus, “Our Family Protecting Yours.” That is our mission. Kindness, patience, compassion, and consideration go a long way to strengthening our ties to the community and to each other. People have long memories and we want to make those recollections positive. Firefighting is an inherently dangerous job. Our role in society is to help, not harm. As firefighters we must support one another and a community that is hurting. We can only accomplish this through acceptance and understanding. Our city's future is unfolding in front of our very eyes. Let us do what we pledged when we put on the blue shirt and make things better. Let us do it for every individual in history who suffered from the terrible actions or words brought on by those who hate. We will continue to stand together for each other and the community we serve, demonstrate our organizational philosophy in every interaction, and take care of each other. My most profound hope is that real dialogue will result in true change. That change will not happen overnight and in the meantime, we have a job to do. We will do it best if we remain united.   5. Protecting Your Identity By: Rob Baquera, Public Information Officer, Roseville Police Department Many of us have already begun to gather our documents to file our annual tax returns. Now, more than ever before, it’s vital to protect our personal information. Criminals are working hard every day to steal your social security number, bank account numbers, and credit and debit card numbers. We encourage all residents to take proactive steps to protect personal and financial information. Here are some areas of concern you should consider: Trash – un-shredded documents can hold immense amounts of personal information. Mail – junk mail often includes our name, address, and sometimes more information. Receipts – name, partial credit card information, and recent purchases. Public devices – logging into public computers (e.g., hotel lobby computers, library computers, and retail store kiosks). Our purses and wallets – credits, medical cards, insurance cards, etc. Smartphones – many smartphones have apps that help make our lives easier, such as banking apps, grocery shopping apps, photo apps, and social media apps. They also allow people to stay logged in for easy access. Here are ways that you can protect yourself: Shred all documents, mail, junk mail, and receipts that have any personal information. If you must use a public device, make sure you completely log out of any programs and log off the computer. Reduce your wallet or purse to only essential items. Have a list of credit and debit cards you carry in case they go missing. Never carry your social security card or birth certificate in your wallet or purse. For smartphones, use a pin or other biometric options (facial recognition or thumb swipe) to unlock your device. The more complex you make your passwords, the harder it’ll be for a criminal to get into your device. Log out of any apps you are not currently using, especially those connected with a financial institution. Use unique passwords for each app or website.   7. From the City of Roseville, Planning Department... The use of the home in question falls under the “supportive housing” model which is explicitly authorized by California State law. The same law also preempts local governments like Roseville from prohibiting such housing in their jurisdictions. Supportive housing is defined as housing that is occupied by persons (including those with disabilities and families who are homeless) that are linked to onsite or offsite services that assist the residents in retaining housing, improving their health, and maximizing their ability to live. This law requires the City’s zoning ordinance to allow supportive housing as a permitted use type in residentially-zoned areas. The legislation has measures in place meant to regulate the operation of supportive housing to prevent negative impacts to neighborhoods. While supportive housing is authorized from a zoning perspective, the City of Roseville can still regulate any negative conduct occurring on the property, including but not limited to criminal, nuisance, or building code violations, just as we will with any other property in that neighborhood, should such conduct ever arise. One of the goals of Placer County’s Adult System of Care and Whole Person Care programs is to directly address the local need for affordable housing. The program meets this goal by purchasing homes, providing supportive services and reducing homelessness. Residents share the home and work with case managers to set individual goals and be supported with life skills to aid their efforts to live independently within the community. Only the most vulnerable homeless individuals are admitted to this Placer County program, including veterans, elderly, and those with multiple health problems. Placer County’s Whole Person Care refers clients to AMIH to be interviewed and hand-selected to participate in the program. Please note that the persons occupying this supportive housing will all be Placer County residents. Individuals with violent felonies within the last three years and registered sex offenders are prohibited from living in these homes. Case managers work with the residents daily to address any problems they may be having, and will work closely with the tenants to modify any inappropriate behaviors that result in nuisances to neighbors. AMIH has pledged to work diligently to be good neighbors and will modify the property as needed to provide more privacy for the tenants and surrounding neighbors. Please know that the City understands your concerns as a neighbor. Feel free to contact me with further questions. Independent Redistricting Commission application period is open Every 10 years, after the U.S. Census, the City of Roseville must re-establish the boundaries for City Council districts. In 2021, a Roseville Independent Redistricting Commission made up entirely of community members will be formed to establish those district boundaries. Residents interested in applying for the Commission need to return the application form and Statement of Economic Interests form to the Roseville City Clerk by 5 p.m., Tuesday, January 19, 2021.   13. Homeless outreach COVID 19 has required that law enforcement make many adjustments. One of the significant areas of change is how we work with our unsheltered or homeless population in the City of Roseville. The Roseville Police Department currently has two problem oriented policing (POP) officers assigned to patrol the City’s parks, trails, and open space. Additionally we partner with Placer County Health and Human Services to employ two homeless outreach workers. This team works collaboratively with our homeless population to support those in need who seek resources to get off the street as well as those who decline resources. Currently, under COVID19 Center for Disease Control guidance and State direction, law enforcement cannot actively remove individuals who camp in our open space because of fears regarding disease transmission. In addition there are significant recent legal rulings in both California State and Federal Courts which govern and restrict any enforcement regarding illegal camping. Our regional partners in the California Highway patrol and Cal Trans are under similar conditions for illegal camps on state lands and right of way in our city . Given the current restrictions, our POP officers and homeless outreach workers continue to stay engaged with the homeless community. We seek to clean-up abandoned camps, encourage the use of the State program Operation Room Key, encourage the use of the Gathering Inn(a local community partner), enforce major violations, and actively dissuade the use of open flames to reduce the risk of fire. The Fiddyment Farm Neighborhood Association is NOT an HOA and there are no fees or dues. Fiddyment Farm Neighborhood Association is a member of the Roseville Coalition of Neighborhood Associations.  We are here to:

  • Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
  • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
