Today we sent a letter (you may download a copy below) to Mayor Rohan and City Council as well as Chair Hinkle and Planning Commissioners. In this letter we state the neighborhoods opposition to the huge density changes in Specific Plan Amendment 3 (SPA 3). These density changes would affect all of the West Roseville neighborhoods -- from property values to traffic, to schools, and water. The proposed changes would include adding 1661 additional residence units beyond what was in the original plan. In the letter we state: "The residents of the WestPark and Fiddyment Farm neighborhoods respectfully submit this request for the City Council and Planning Department staff to consider the original intent of the WRSP which established the expectations under which we purchased our homes and signed our assessment agreements. To approve SPA-3 as submitted would represent a gross breach of faith with our residents. " Public meetings to receive comments on the SPA-3 have been scheduled before the Planning Commission on November 14, 2013 and December 12, 2013 at 7:00 p.m. in the City Council Chambers located at the Civic Center, 311 Vernon Street, Roseville CA. Mello Roos Presentation - at Oct 15th Annual Meeting

Mello Roos Presentation You should all have been notified of the Mello Roos special assessments we pay in our taxes when you purchased your homes. You can find these assessments labeled as CFD’s 1, 2, and 3 on your county tax bill. But do you know what they are specifically for? Are you aware that these special assessments are in addition to the regular tax rate paid by all Roseville citizens? Are you aware that ‘special assessments’ are supposedly not tax deductible like your regular county taxes although they are for the same type of services provided through regular county taxes? Are you aware of the duration of these assessments? CFD #1 may go until the year 2050; and CFD #2 and CFD #3 are permanent assessments. Mayor Susan Rohan has arranged to have representatives from the City of Roseville attend the October 15, 2013, WFFNA annual meeting to answer any questions you might wish to submit. Please submit your questions to MelloRoos@WFFNA.org by Noon of Friday, September 20. Your questions will then be compiled and sent to the City for research to present responses and possible handouts to your inquiries. New Questions & Answers Roseville Electric Staff recently met with the Roseville Coalition of Neighborhood Associations (RCONA) and presented and overview of the Liquid Management System (LMS) project. Some of the attendees were unfamiliar with the project and asked good questions. Some of them had had been previously addressed on the LMS Frequently Asked Question (FAQ) webpage hosted on this site. However, some new questions were submitted via the liquidmanagementsystem@roseville.ca.us email address. Those new questions and answers will be added to the FAQ webpage. They are also listed below. If these questions stimulate other questions, feel free to use the project email address listed above, or call (916) 746-1699 to get your answers. Question and Answers What happens after the projected 20-year lifespan of the system if there should be no interim problems? Prior to the wells being constructed and operated, the EPA will require Roseville Electric to have Plugging and Abandonment Plans in place to safely decommission the wells. The required plans will outline all aspects of the decommissioning from the financial requirements, engineering, ongoing monitoring as determined and making the site look as it did prior to the installation of the wells. Do all the wells and equipment remain down there because there is no sure way to plug the fractures left behind? The only time that a fracture might be created is during step testing (required by the EPA to permit the well). The Step Rate Test (SRT) involves a series of constant rate injection tests, all with the same duration, with each successive step at a higher injection rate and injection pressure. The injection rate can be increased until the formation parting pressure is exceeded, at which point the injection pressure suddenly drops (showing up as in inflection point on the rate vs. pressure curve). However, the EPA does not always require that the parting pressure be reached, as long as the maximum injection rate and pressure attained in the SRT is greater than the desired operational injection rate (with a safety factor included). Having said this, any fracture produced in a SRT will be limited in size and should heal after injection ceases. The fracture shouldn't open again unless the formation parting pressure is exceeded again, which is not allowed under permit. All "equipment" will be removed from both wells, and then the wells will be sealed underground and capped according to EPA direction and the Plugging and Abandonment Plans. This will be done in order to protect surface water and underground drinking water supplies. Will the equipment corrode or deteriorate in the salt water environment, and what happens to the chemicals that have been dumped down there? The equipment will be engineered to withstand the corrosive operating environment. Additionally, there will be routine inspections, safety devices and maintenance performed to ensure any issues that arise are resolved in a timely manner. The injected water contains base constituents already found in the salt water aquifer we will be injecting into, but at a much lower percentage, and will remain in that salt water aquifer. This salt water is considered untreatable for drinking water by California and EPA standards, and as such the injected water will be diluted to such a degree within the salt water aquifer it would not be detected in a discrete sample. Will there continue to be perpetual monitoring to ensure future environmental safety afterwards? The EPA will require monitoring during the operation of the wells. They will also determine what type of monitoring will be required after well closure. The monitoring duration and frequency will be based on items such as:Historical well operation data Details of well construction such as depth and condition of well at the time of decommissioning Any reported safety concerns or operational failures during the life of the well or at the time of decommissioning. [*]While this may be the cheapest plan to operate now, how would it compare with future revenue loss or delays in home sales, and potential lawsuits for property damage, injuries, etc.? The presentation to the RCONA group highlighted the selection criteria used to determine the LMS as the best option. Cost was one of the factors, but not the most important as the list below indicates. The selection criteria included the following:The new process will improve our system reliability The new process will be financially prudent The new process must be environmentally safe and compliant The new process must be a proven technology, acceptable to permitting agencies. With proper engineering controls, direction from the EPA, and diligence in operating the process to the same high standard our customers already appreciate and enjoy with Roseville Electric, we do not expect to experience any of the adverse impacts mentioned in the question. 6. WestPark-Fiddyment Farm Neighborhood Association will hold its 3rd Annual Neighborhood Garage Sale Fundraiser event on Saturday, May 18, 2013. The advertised time posted will be 9:00 AM through 2:30 PM. Both WFFNA and its participants last year were very pleased with their results. It provides an opportunity for the residents to recycle unwanted items while raising funds for future neighborhood events. In addition to participation in the city-wide events sponsored by the Roseville Coalition of Neighborhood Associations (RCONA), with events such as the Fourth of July Fun Run, Downtown Tuesday Nights, and Free Movies in the Park, and Santa in the Park [more details to follow on all events], our local neighborhood association, WFFNA, is planning to hold several of its own events, including an Easter Egg Hunt at Fred Festersen Park and National Night Out in August. These events are provided for the benefit and enjoyment of the residents of the neighborhood, but do require funding. Most Neighborhood Associations have found that they can fund all the year’s events with the funds raised by their yearly garage sale, and even smaller neighborhoods have near 100 participants each year. You keep all the proceeds from your sale items. The sign-up fee of only $10 provides: Advance advertising in at least nine (9) Tribune Press newspapers and at least two (2) websites (including Craig’s List); Your address & location plotted on maps to handed out at the major WestPark & Fiddyment Farm entrances; Help-you-sell package with balloons to put up indicating your participation, inventory list, and Garage Sale tips; ‘Donation Pick-up service’ truck from either Salvation Army or Wind Youth Services at a central location at 3:00 -4:00 that day for your convenience for those items not sold. Get your neighbors involved, and we hope you will find the Garage Sale a rewarding experience that you’ll want to repeat each year. If you can’t participate this year with the sale, we hope you’ll consider sending in a contribution instead and collect your items for next year. The Western Placer Waste Management Authority (WPWMA) is a joint powers authority comprised of Placer County and the cities of Lincoln, Rocklin and Roseville. The WPWMA owns and operates the landfill, materials recovery facility, and green waste composting facility in south Placer County. Over the last two years, the WPWMA has conducted community meetings to engage residents in a dialogue regarding facility operations and odor conditions in the Sunset Industrial Area. The WPWMA invites you to community meeting on Wednesday, April 24th at 7:00 PM at the WPWMA offices at 3033 Fiddyment Road located at the corner of Athens Avenue in Roseville. The meeting will include updates on planned projects aimed at reducing facility odors as well as an open forum to address resident questions. Please visit wpwma.com for more information. From the city website: The 10,000 square foot Fire Station will house three rotating crews that work 24 hours a day 365 days a year and will include a state of the art station alerting system, energy efficient lighting, and is equipped to operate as a City Rehabilitation Site in the event of an emergency. The new fire station is strategically located in the center of the West Park Fiddyment Farms neighborhood off of Hayden Parkway. “This neighborhood fire station will serve the community which is why we want the public’s help to determine the name,” said Fire Chief Marcus Reed. Residents are encouraged to submit their suggestions by April 1st to the City Clerk’s Office in person or by mail at 311 Vernon Street, Roseville 95678. All Fire Department facilities are named after distinguished members of the Roseville Fire Department and/or community. The criteria is that the person: 1. Must be deceased. 2. Must have made a significant contribution to the Roseville Fire Department and the City of Roseville. Nomination forms can be found by clicking here. All nominations received that meet the above criteria will be given to the naming committee consisting of two city council members and members of the Fire Department for final selection. Once a name has been selected it will be submitted to City Council for final approval. A dedication ceremony will be held after the official approval is given by Council. The Fiddyment Farm Neighborhood Association is NOT an HOA and there are no fees or dues. Fiddyment Farm Neighborhood Association is a member of the Roseville Coalition of Neighborhood Associations. We are here to:
- Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
- Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
- Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
- Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
