The City’s radio system handles approximately 1.5 million transmissions per year. A City-owned vacant parcel at 2001 Strauch Drive was identified to best provide public safety-grade radio coverage throughout east Roseville including both hospitals, enhanced emergency power capabilities, and future public safety needs. Learn more Please keep our recycling sites clean and operational Although we encourage residences to toss everything in their trash bin, we also have other alternatives to recycle things like flattened cardboard, newspapers, bottles, and more at drop off locations in Roseville. These sites are designated for these recyclable items, not trash. We have noticed some of our recycling drop-off areas being littered with illegal dumping. If you see illegal dumping occurring, please contact us at (916) 774-5780. Help us keep these sites clean and operational by keeping them trash-free and flattening your cardboard before unloading, as this is a free benefit to Roseville residents. Thanks to our waste services division, it is picked up, separated, and disposed of properly. But where exactly does it go when it leaves your home? Annually, our drivers pick up about 130,000 tons of waste and takes it to the Materials Recovery Facility – known as the MRF (pronounced MURF). The MRF receives, separates, and prepares materials to sell for recycling using a combination of equipment and labor. The Roseville City Council allocated $1 million of these funds to the Roseville Grants Advisory Commission for distribution to the Roseville community. The Grants Advisory Commission will grant these funds using the current commission guidelines which follow the City Council budget priorities. The ARPA funds will be disbursed over the next three fiscal years through the Grants Advisory Commission process. The first round of applications are currently open. Applications are due to the City by 5 p.m., August 12. Find out more Local non-profits receive more than $275,000 in grants funds from City At its July 12 meeting, the Roseville Grants Advisory Commission presented 21 local non-profits $279,681 in competitive grant funding from the City’s Citizens’ Benefit Fund and Roseville Employees Annual Charitable Hearts (REACH) Fund. The Citizens’ Benefit Fund was established in 1993 following the sale of the city-owned Roseville Hospital. The proceeds were placed in a trust and a portion of the interest earned each year is made available for grants with the purpose of improving the quality of life for the residents of Roseville. Since 1994, more than $16.5 million have been awarded to local non-profits from the trust.   5. INVASIVE AEDES MOSQUITOES DETECTED IN PLACER COUNTY Yellow fever mosquito detected in Placer County. District implements response plan. ROSEVILLE, Calif., July 19, 2022 – The Placer Mosquito and Vector Control District detected an invasive (non-native) species of mosquito on Thursday, July 14. The Aedes aegypti, commonly known as the yellow fever mosquito, was found in a residential Granite Bay neighborhood just south of Granite Bay High School. The California Department of Public Health confirmed the invasive species detection. “We are following our invasive mosquito response plan to determine the extent of the infestation,” said Joel Buettner, General Manager. “We ask residents to help us by allowing our technicians to inspect front and back yards of nearby properties." The District uses a science-based, Integrated Vector Management approach to assess mosquito activity and risk and conduct appropriate mosquito control. The District’s approach for the detected mosquito area is conducting door-to-door property inspections and setting mosquito traps to determine the infestation level. The Aedes aegypti mosquito has been steadily spreading through California since it was first detected in Southern California in 2013. In 2021, several northern California counties reported detections including Shasta, Yuba, Butte, Yolo and Sacramento. The mosquito is small and dark with a white violin-shaped marking on its back. Aedes aegypti can transmit several viruses, including Zika, dengue, chikungunya and yellow fever. These viruses, however, have not been found circulating in California. “While we are not aware of any local transmission of viral illnesses due to Aedes aegypti, the local appearance of these mosquitoes warrants extra precautions,” said Placer County Interim Health Officer Rob Oldham. The public can help protect themselves by reporting unusual, daytime mosquito biting. The District also urges the public to eliminate standing water and runoff or pooling from irrigation systems since these mosquitoes can breed in small amounts of water and cryptic sources. Ground-based Adulticide Treatment Tomorrow What: Ground-based adult mosquito treatment Where: Blue Oaks Neighborhood of Roseville When: Tomorrow, July 15, 2022 between 3:30a.m and 6:00 a.m. Why: West Nile virus positive mosquitoes The Pleasant Creek Grove Trail is scheduled for ground-based adulticide treatments due to West Nile virus positive mosquitoes. An EPA-approved mosquito adulticide will be applied in an ultra-low volume fog by truck to target adult mosquitoes. Residents are advised to avoid using the trail during the treatment period. Since several factors, including weather conditions, affect treatment activities, the District encourages Placer residents to check the District website for any changes to the treatment schedule and accompanying maps of the planned treatment areas. Gun Safety By: Rob Baquera, Public Information Officer, Roseville Police Department If you live in one of the 44% of U.S. households with a gun, Roseville P.D. urges you to ensure guns are always stored safely. Safe gun storage means all guns are (1) locked (2) unloaded and (3) securely stored separately from ammunition. Why? An estimated 54% of U.S. gun owners don’t lock all their guns safely. 4.6 million American kids live in homes with at least one loaded, unsecured gun. Firearms are the leading cause of death for children ages 1-19. That includes homicides, accidental shootings, and suicides. In incidents of gunfire on school grounds, up to 80% of shooters got the gun from the home of friends or relatives. It’s the law. California is one of six states that requires safe gun storage, meaning all guns must be stored unloaded and in a place that’s not accessible to children or any adults who are prohibited from possessing a firearm. Safely transporting firearms—According to California law, if you’re transporting a handgun or registered assault weapon in a vehicle, it must be unloaded and locked in the car’s trunk or in a locked container, like a gun lock box. A vehicle’s cargo compartment or glove box does not qualify as a locked container. Shotguns and regular rifles don’t have to be in a locked container but must be unloaded during transport. How? If you own two or more firearms, a gun safe is a good option for home storage. To better protect your firearms from theft, secure the safe to a structure in the house or garage—for example, bolt it to the wall or floor. A biometric lock (one that opens only with the owner’s thumbprint) is safer than a key or combination lock. A gun lockbox is lighter than a safe and is an option for storing single guns at home or transporting them in a vehicle. Again, a biometric (thumb/fingerprint) lock is safer than a key or combination lock. A vehicle console/vehicle gun safe safely stores guns and can prevent theft if the safe is secured to the vehicle. Biometric locks are preferred. Trigger locks and cable locks prevent a gun from being fired (Never use a trigger lock on a loaded gun). They can be dismantled with minimal tools and skills, so they’re not the safest option around older children and teens. If you’re shopping for a new firearm, consider a personalized or “smart” gun that employs authorized use technology. like a thumb scan or a passcode on your smartphone. That ensures only you can use your firearm, and not a child or other unauthorized person. BUT… Doesn’t this defeat the purpose of having a gun readily at hand in case I need to protect myself? - There are many affordable options for firearms storage that allow gun owners quick access while still preventing access by children and other people at increased risk of harming themselves or others. I don’t have kids and I never have children visit my home. Why do I need to be concerned about safe gun storage? - Your gun could be stolen and used in a violent crime. It’s estimated that 380,000 guns are stolen from private gun owners every year, many from vehicles. The laws governing fireworks in Roseville are clear – only Safe and Sane fireworks are legal in the City of Roseville and the legal time of sale for these fireworks is between 12:00 p.m. and 10:00 p.m. on June 28 and 9:00 a.m. to 10:00 p.m. on June 29 through July 4. The legal time for discharge of Safe and Sane fireworks is from 12:00 p.m. on June 28 through 11:59 p.m. on July 4. Only those fireworks registered with the California State Fire Marshal's Office as Safe and Sane are approved for use within the State of California. Fireworks may not be sold to anyone under the age of 18. Remember, any firework that flies in the air, darts across the ground or explodes is considered illegal in California. If it doesn't have the California State Fire Marshal's seal on the packaging, it's illegal. Reporting Illegal Fireworks Holidays result in significantly higher call volume to the 9-1-1 Center each year. As a result, residents are asked to limit illegal fireworks related calls to the Communications Center, except in the following circumstances. • Injury, 9-1-1 • Fire, 9-1-1 • Emergency, 9-1-1 • Property damage, 916-774-5000 x1 • Knowledge of exact location of where fireworks are being set off in real-time, 916-774-5000 x1 Please do not report noise complaints unless you can provide the exact location of the fireworks being set off. In addition, do not report the use of fireworks or need for police, fire or medical response on social media. It is not monitored regularly. Police and Fire Department Response The Police and Fire Departments are conducting preventative roving patrols based on daily call activity. While the Police and Fire Departments cannot respond to every fireworks related call, public safety personnel will prioritize our response to ensure the public’s safety. The boom and crackle of the firework happens in seconds and the sound can carry quite some distance. Catching someone in the act - possession of fireworks or launching illegal fireworks - is not an easy task! Without knowing where the activity is occurring, Public Safety Dispatchers can only communicate it to public safety personnel as beat information. With a specific location, public safety personnel can respond to the designated location, look for expended illegal fireworks, people standing around and/or someone willing to “point out” who set it off. Disposal of used fireworks To dispose of used fireworks, completely submerge fireworks in a bucket of water and allow them to soak at least overnight, preferably for 24 hours. Once they have had a chance to soak, drain any excess water and place your fireworks into a sealable plastic bag to maintain moisture. June 21, 2022 City Council adopts FY22-23 budget focusing on mission and fiscal responsibility At its June 15 regular public meeting, the Roseville City Council adopted the City's Fiscal Year 2022-23 budget which includes $788 million in revenue and $767 million in expenses. The adopted budget directly supports the City’s mission to provide exceptional services in a fiscally responsible manner. More than half of the City’s overall revenues and expenses are related to the operation of the community-owned electric, water, wastewater and refuse utilities. Scores of infrastructure and capital improvement projects in approved City budget Road resurfacing, a Regional Sports Complex, and utility infrastructure improvements are among scores of infrastructure and capital projects in the FY 22-23 City budget.   • Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
  • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
