From the City of Roseville NOTICE OF PUBLIC HEARINGS AND INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION Notice is hereby given that the City of Roseville will host a series of public hearings as listed below to review and receive comments on the Westbrook Amendment of the Sierra Vista Specific Plan, a 400-acre parcel located on the west edge of the City (File #2011PL-043). Information about this proposal will be presented and an opportunity will be given to ask questions. Unless otherwise noted, all public hearings will be 7 p.m. at the City Council Chambers located at 311 Vernon Street, Roseville, CA. April 17, 2012 Transportation Commission April 19, 2012 Design Committee (4:30 p.m. in Meeting Room 1) Request: The applicant requests consideration of the Westbrook Amendment which includes the following: 1) a General Plan Amendment and 2) a Specific Plan Amendment to establish residential, commercial, parks, open space, and public land use designations; 3) a Zoning Amendment to establish development standards for each parcel; and 4) a Development Agreement between the City and the property owner to provide the infrastructure needed to support the proposed development. APN: 017-150-002, -019, -023, & -025 Owner/Applicant: Westpark SV 400, LLC Current Zoning: UR, Urban Reserve Environmental Determination: The Planning Director has determined that the anticipated environmental impacts of the Westbrook project were already addressed in the certified Final Environmental Impact Report (“EIR”) for the Sierra Vista Specific Plan (“SVSP”), as approved by the Roseville City Council in May 2010, and that with mitigation, all impacts would be the same or less than those analyzed in the EIR. Therefore, a Mitigated Negative Declaration has been prepared pursuant to CEQA Guidelines section 15070 and will circulate for 30-day public review period from April 5 through May 7, 2012. Interested persons are invited to submit written comments prior to and may testify at the public hearings.   5. WestPark-Fiddyment Farm Neighborhood Association will hold its 2nd Annual Neighborhood Garage Sale Fundraiser event on Saturday, May 12, 2012. The advertised time posted will be 9:00 AM through 2:30 PM. Both WFFNA and its participants last year were very pleased with their results. It provides an opportunity for the residents to recycle unwanted items while raising funds for future neighborhood events. In addition to participation in the city-wide events sponsored by the Roseville Coalition of Neighborhood Associations (RCONA), with events such as the Fourth of July Fun Run, Downtown Tuesday Nights, and Free Movies in the Park, and Santa in the Park [more details to follow on all events], our local neighborhood association, WFFNA, is planning to hold several of its own events, including an Easter Egg Hunt at Fred Festersen Park and National Night Out in August. These events are provided for the benefit and enjoyment of the residents of the neighborhood, but do require funding. Most Neighborhood Associations have found that they can fund all the year’s events with the funds raised by their yearly garage sale, and even smaller neighborhoods have near 100 participants each year. The $10 sign-up fee provides: Advance advertising in at least nine (9) Tribune Press newspapers and at least two (2) websites (including Craig’s List); Your address & location plotted on maps to handed out at the major WestPark & Fiddyment Farm entrances; Help-you-sell package with balloons to put up indicating your participation, inventory list, and Garage Sale tips; ‘Donation Pick-up service’ truck from either Salvation Army or Wind Youth Services at a central location at 3:30 - 4:30 that day for your convenience for those items not sold. 2012 Garage Sale Signup.pdf Get your neighbors involved, and we hope you will find the Garage Sale a rewarding experience that you’ll want to repeat each year. If you can’t participate this year with the sale, we hope you’ll consider sending in a contribution instead and collect your items for next year. We could also use assistance distributing flyers, so please contact us at activities@WFFNA.org. Reminder -- the deadline to sign up for the Garage Sale is Friday, May 4th so that we may get our advertising out (need to include how many homes will be participating). We would like as many homes as possible to draw buyers, and clusters of homes on the map draw even better business. So please make sure you notify your neighbors so they can sign up.

"Westpark SV 400 submitted an application on May 11, 2011 to process a General Plan Amendment, Specific Plan Amendment, Rezone and Development Agreement for an approximately 400 acre property designated Urban Reserve in the Sierra Vista Specific Plan (SVSP). The proposed land use plan includes 2,029 residential units in a mix of low, medium and high density. The land use plan also includes 43.3 acres of commercial, a 10-acre elementary school site, three neighborhood parks and a 0.3-acre well site. Approximately 36.6 acres of the site will be set aside as open space preserve.     WFFNA is pleased to present our 2nd Annual Community Easter Egg Hunt event, help with funding provided by RCONA (the Roseville Coalition of Neighborhood Associations). Please send an email to Activities@WFFNA.org to sign up your children (only direct relatives - children and grandchildren) please. Indicate number of children by age (preschool or K-2). Also we need help with the event, so please let us know if you can assist with advance prep or activities at the event. In addition to the actual Easter Egg Hunt, and depending on the number of sign-ups, we are planning on at least one Easter egg relay game, coloring Easter bags, mini-cupcakes, and prizes. Please join us in making this a fun experience for the children.   9. On Thursday February 16th the City of Roseville and the Roseville Fire Department broke ground for the newest fire station - Station 9 (2451 Hayden Parkway). On hand for the occasion were Mayor Pauline Roccucci, Vice Mayor Susan Rohan, Councilmember Carol Garcia, and Councilmember John Allard. There joined by City Manger Ray Kerridge, and New Roseville Fire Chief Marcus Reed. The $2.8 Million station was lauded as "...an important piece of infrastructure for West Roseville" that will protect businesses and homes in our neighborhood. The WestPark-Fiddyment Farm community welcomes our latest construction project and looks forward to a late fall completion followed by dedication of the new Fire Station.

The Fiddyment Farm Neighborhood Association is NOT an HOA and there are no fees or dues. We are here to:

  • Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
  • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
