  3. Help conserve during extreme heat Roseville Electric is urging customers to continue conservation efforts as extreme heat drives electricity demand. Residents and businesses alike can reduce their energy usage with simple adjustments like bumping thermostats up to 78 degrees or higher and turning off unnecessary lighting. Conservation helps lower demand and avoid outages, as well as reduce the duration of an outage. We have a number of resources available to ensure you are receiving the most up-to-date information and conservation tips. Due to extreme heat throughout the region, we are moving the workshop from September 6 to September 14. The proposed surcharge is in response to unprecedented drought and a substantial reduction in hydroelectric resources in addition to skyrocketing fuel prices. Learn more Planning for future water supply and delivery A new study on changing weather patterns reaffirms the need to modernize and diversify water supply, storage and delivery infrastructure. Rising temperatures and reduced snow pack are among the predictions of the American River Basin Study, recently published by the U.S. Bureau of Reclamation. Roseville continues to develop groundwater infrastructure for collecting and storing early rainfall as an alternative supply during dry seasons. More ways to stay cool Watch the 2022 State of the City address If you were unable to attend the 2022 State of the City address by Mayor Krista Bernasconi on August 26, you can watch it or read the text of the speech here. Mayor Bernasconi dedicated the address to Sgt. Nicole Gee and Corporal Gurpreet Singh, both from Roseville. Sgt. Gee was one of 13 killed in a terrorist attack in Afghanistan as she evacuated families at the airport in Kabul on August 26, 2021. Corporal Singh died at the age of 21 from injuries conducting combat operations in Afghanistan.   5. Emergency notification testing this Thursday On Thursday, August 25, Roseville along with 12 other cities, 3 Counties and 1 Tribal Nation will exercise the Regional Mass Notification System. The primary objective of this exercise is to test the Regional Mass Notification system’s capability, capacity and effectiveness to deliver emergency notifications to the public during times of a major disaster. The test will be inclusive of those that have opted into the local Emergency Alert system (cell, landline and email) and the residential landlines in the 911 data system. The test alert will display on phones as 833-422-5253 – residents can now save this number in their phone as “Emergency Alert” so they recognize critical alerts. The test will also use the Wireless Emergency Alert (WEA) System, a federal emergency system that uses geographically drawn boundaries to alert people in specific areas. A WEA alert causes cell phones to vibrate and omit a different tone than a ringing phone - much like an Amber Alert. Get your free tickets to the speech Mosquito treatment happening overnight in Hillcrest neighborhood The Placer Mosquito and Vector Control district announced the Hillcrest neighborhood will receive a truck-based adulticide application to limit the spread of invasive yellow fever mosquitoes from 3:30 – 6 a.m., Wednesday, August 24. An EPA-approved mosquito adulticide will be applied in an ultra-low volume fog by truck to target adult mosquitoes. Residents are advised to avoid using the trail during the treatment period. Three Random Words for Password Creation By: Rob Baquera, Public Information Officer, Roseville Police Department Professor Mary Reed, of the Rochester Institute of Technology, recently wrote an article connecting the math behind a geographic mapping application, what3words, and creating secure passwords that a human being can actually remember. Technology is integrated into everything we do and most pieces of technology require a password. A strong password will: Help you avoid ID Theft Make it easy remember Better secure your valuable information Here’s the next steps to create a strong a memorable password. The first part of this password creation concept is what3words uses an "ordered triple" set of random words to identify a particular geographical location on the Earth. An 'ordered triple' is just a list of three things in which the order matters. For example, "box.ladder.pup" would be considered a different ordered triple than "ladder.box.pup". The next piece is the pool of words available to use. Some scholars estimate there are more than a million English words, with many being very uncommon. For their mapping application, what3words came up with a list of 40,000 English words. Allowing word repeats, which means there are 40,000 possibilities for the first word, 40,000 for the second, and 40,000 for the third. The number of possible ordered triples would be 40,000 x 40,000 x 40,000, equaling 64 trillion possible ordered triples. Remember, that's for a limited word pool of 40,000 words. Consider the amount of ordered triples for a word pool of 171,476 - the amount of words in common use in the Oxford English Dictionary! If you string together an ordered triple of words (i.e. ladderboxkitten), that becomes a password you should be able to remember much easier than a random string of letters, numbers, and special character designed to meet a set of complexity rules. If your password requires special characters, it would be fairly easy to pop one in (&ladderboxpup); or capitals and special characters (&Ladderboxpup). While the three random words method isn't fail safe for password security, the complexity of language provides amazing power to help one to create and remember a password that works for them and security requirements.   8. Baseline Road Road work will temporarily close Baseline Road overnight between Fiddyment Road and Watt Avenue, 10 p.m. Friday, August 12 through 5 a.m. Saturday, August 13. Please choose an alternate route, or follow detour signs and use Walerga Road, PFE Road, and Watt Avenue. Allow extra travel time. Residents will be allowed entry to neighborhoods off of Westbrook Boulevard. Be on the lookout for construction personnel who will assist you in entering the closed area. Construction is being completed by a private land developer. Call (916) 774-5339 or email the City of Roseville’s Development Services Department with questions. New Meadow Drive Due to PG&E work, northbound New Meadow Drive will be closed at Blue Oaks Boulevard from 9 p.m. to 5 a.m. on Thursday, August 18 and Friday, August 19. Northbound traffic may detour to Woodcreek Oaks Boulevard and then continue to Parkside Way.   9. From Scott Alvord, City Council Member... Update on Post Office on the west side. Our postmaster lives on the western half of Roseville so several years ago, I reached out to him to find out what it would take to get a new post office out here. He was very helpful, but he had no power to decide himself without the request coming from a federal office. But he explained what was needed. Because postal service is a federal department, I had to start working with staff from Tom McClintock office, specifically Kim Pruett. She's good to work with. I asked what it would take to help get a PO and some blue drop-off boxes in western Roseville and she did some additional research. She got back to me explaining the details, so I talked to city staff, and they worked with Kim to draft a letter for our mayor to sign, formally requesting the new post office. Mayor Krista Bernasconi was all in to help. She signed it, sent it, and then we all waited. We finally got word back that while our growth probably justified one, it would be very difficult to get one. But we were now on their radar. But they could get us the blue drop-off boxes. The Roseville Postmaster has received permission from the city and property owners to place new mailboxes throughout western Roseville at the below addresses. They are also looking into placing more boxes as new developments throughout the city continue to expand. These sites are designated for these recyclable items, not trash. We have noticed some of our recycling drop-off areas being littered with illegal dumping.   16. INVASIVE AEDES MOSQUITOES DETECTED IN PLACER COUNTY Yellow fever mosquito detected in Placer County. District implements response plan. ROSEVILLE, Calif., July 19, 2022 – The Placer Mosquito and Vector Control District detected an invasive (non-native) species of mosquito on Thursday, July 14. The Aedes aegypti, commonly known as the yellow fever mosquito, was found in a residential Granite Bay neighborhood just south of Granite Bay High School. The California Department of Public Health confirmed the invasive species detection. “We are following our invasive mosquito response plan to determine the extent of the infestation,” said Joel Buettner, General Manager. “We ask residents to help us by allowing our technicians to inspect front and back yards of nearby properties." The District uses a science-based, Integrated Vector Management approach to assess mosquito activity and risk and conduct appropriate mosquito control. The District’s approach for the detected mosquito area is conducting door-to-door property inspections and setting mosquito traps to determine the infestation level. The Aedes aegypti mosquito has been steadily spreading through California since it was first detected in Southern California in 2013. In 2021, several northern California counties reported detections including Shasta, Yuba, Butte, Yolo and Sacramento. The mosquito is small and dark with a white violin-shaped marking on its back. Aedes aegypti can transmit several viruses, including Zika, dengue, chikungunya and yellow fever. These viruses, however, have not been found circulating in California. “While we are not aware of any local transmission of viral illnesses due to Aedes aegypti, the local appearance of these mosquitoes warrants extra precautions,” said Placer County Interim Health Officer Rob Oldham. The public can help protect themselves by reporting unusual, daytime mosquito biting. The District also urges the public to eliminate standing water and runoff or pooling from irrigation systems since these mosquitoes can breed in small amounts of water and cryptic sources. Ground-based Adulticide Treatment Tomorrow What: Ground-based adult mosquito treatment Where: Blue Oaks Neighborhood of Roseville When: Tomorrow, July 15, 2022 between 3:30a.m and 6:00 a.m. Why: West Nile virus positive mosquitoes The Pleasant Creek Grove Trail is scheduled for ground-based adulticide treatments due to West Nile virus positive mosquitoes. An EPA-approved mosquito adulticide will be applied in an ultra-low volume fog by truck to target adult mosquitoes. Residents are advised to avoid using the trail during the treatment period. Since several factors, including weather conditions, affect treatment activities, the District encourages Placer residents to check the District website for any changes to the treatment schedule and accompanying maps of the planned treatment areas.
