FIDDYMENT PLAZA – 4701 FIDDYMENT ROAD

PUBLIC HEARING NOTICE


Notice is hereby given that on August 10, 2017 at 7 p.m., or as soon thereafter as the matter may be heard, The Planning Commission of the City of Roseville will hold a Public Hearing at the City Council Chambers located at 311 Vernon Street, Roseville, CA for the purpose of considering a DESIGN REVIEW PERMIT – FIDDYMENT PLAZA – 4701 FIDDYMENT ROAD – FILE # PL16-0335


Request: The applicant requests approval of a Design Review Permit to construct a 10,306 square foot mixed use commercial building, a gas station (with five dispensers/10 pumps) and associated site improvements including parking, lighting and landscaping.

Applicant/Owner: Surjit Singh, Dhillon & Son Enterprises, Inc.
Current Zoning: Community Commercial (CC)
Project Planner: Wayne Wiley, Associate Planner


Environmental Determination: The project is categorically exempt from the environmental review requirements of the California Environmental Quality Act (CEQA) per Section 15332 pertaining to Infill development projects and pursuant to Section 305 of the City of Roseville CEQA Implementing Procedures.


Interested persons are invited to contact the Project Planner with questions and/or comments prior to the Public Hearing by phone at (916) 774-5276, email at wwiley@roseville.ca.us, or in writing to Wayne Wiley, Planning Division, 311 Vernon Street, Roseville, CA 95678 and may testify at the Public Hearing. If the matter is continued for any reason to a later date, written comments and public testimony will be accepted until the close of the final Public Hearing. All comments will be considered by the Approving Authority.


The Planning Commission’s action on the project may be appealed by any interested person to the City Council by filing a written appeal with the applicable fee with the City Clerk within 10 days following the Planning Commission’s final action on the project. If the City Council is the final Approving Authority, or if the project is appealed to the Council, the Council’s action is final. If you challenge the action of the Planning Commission on this matter in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the Planning Division at, or prior to the Public Hearing.

 As a follow up to the neighborhood meeting on April 11th, regarding the Fiddyment Plaza project, I would like to inform you that a public meeting has been scheduled for August 10, 2017 before the Planning Commission.  I have attached the public hearing notice and a link to the project webpage for reference http://roseville.ca.us/gov/development_services/_planning/current_projects/wrsp_fiddyment_plaza.asp   Please feel free to attend the meeting if you would like to provide comments to the Planning Commission.  You may also provide correspondence (in writing) by July 28th, which I will forward to the Planning Commission. 

 

Again, I understand that there is concern regarding the gas station component of the project and this will be conveyed to the Planning Commission in the staff report and my presentation; however, this is a principally permitted use that is allowed by right.  It is worth noting that the applicant has agreed to additional measures to address some of the operational concerns raised at the neighborhood meeting and the building height has been lowered from 37’ to 27’.  Thank you again for your continued interest in the project and please feel free to contact me should you have any questions.

  • Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
  • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
