March 22, 2022 Potential strategies emerge from Placer’s regional effort to respond to homelessness A variety of potential strategies are beginning to emerge from Phase I of a regional effort to develop options that address homelessness in the mid and south Placer region. A list of potential strategies has been developed for further exploration and included in the Placer Homelessness Response Emerging Strategies Phase 1 Report. The report identifies a framework and over a dozen potential strategies to mitigate homelessness impacts. Have you heard loud 'booms' in and around Roseville, especially in the evening? According to the Placer County Agricultural Commissioner's Office, several farms northwest of Roseville have been using a tool called a 'bird scare cannon' to keep geese from destroying this year’s crop. The cannon, or zon gun, is a small, propane-fired device that emits 'thunderclaps' to frighten off birds. March 15, 2022 Potential strategies emerge from Placer’s regional effort to respond to homelessness A variety of potential strategies are beginning to emerge from Phase I of a regional effort to develop options that address homelessness in the mid and south Placer region. Two strategy response groups have been meeting since Sept. 2021 to review existing conditions and spotlight emerging priorities. One of the strategy response groups is an ad hoc committee made up of two elected leaders each from the county and its five cities and one town. That committee is supported by a cross-jurisdictional steering group tasked with providing process oversight. Preliminarily, a list of potential strategies has been developed for further exploration and included in the Placer Homelessness Response Emerging Strategies Phase 1 Report. The report identifies a framework and over a dozen potential strategies to mitigate homelessness impacts. An informational presentation with the preliminary findings will be made at the Roseville City Council meeting at 6 p.m., Wednesday, March 16. Presentations will also be made in Lincoln, Rocklin, Auburn, and Loomis in the near future. Find out more here. Crime Prevention Through Environmental Design (CPTED) By: Rob Baquera, Public Information Officer, Roseville Police Department Spring has arrived, flowers are in bloom, and now is the time to reduce your risk of being victimized. Utilizing the principles of Crime Prevention Through Environmental Design (CPTED), you can protect your home and decrease opportunities for criminal activity in your neighborhood. Whether you live in a single-family home, a condo, or an apartment, when CPTED principals are used together they can provide an effective defense mechanism. Criminals do not like to be seen or heard; so when you reduce places to hide, light-up dark areas, and reduce opportunities for easy access, you’ve successfully hardened your target. The five main overlapping strategies of CPTED are: natural access control, natural surveillance, territorial reinforcement, activity support, and maintenance. Natural access control - controlling the number of access points to a property. Fencing around a property helps control access points. Create walkways or pathways to intentionally guide visitors to proper entrances, and away from private areas. Natural surveillance - a design intended to make intruders easily visible to people on the property or walking by on the sidewalk. Install lighting and fully illuminate all walkways, pathways, and doorways. Avoid landscaping (plants, fountains, or yard decor) that might create blind spots. Territorial reinforcement - a strategy intended to clearly mark the edge of the private space from the public space. This can be done by using landscaping, pavement designs, signage, or fencing to create boundaries. Clearly identify homes or apartment units with numbers that are visible from the street, high off the ground, and well-lit at night. This is also helpful to emergency responders when they are trying to locate your home, or the correct unit when responding to a call for service. Define property lines with landscaping but use low shrubbery and fences to allow visibility from the street. Target hardening - enhance the physical security of a property by using locks, security alarms, video monitoring systems, or other crime prevention methods. Displaying ‘Beware’ decals can be an indication that the property is equipped with a home monitoring system. Exterior door hinges should have the “pin” side facing inside so that the door swings out. Having the “pin” inside prevents an intruder from pushing the pin out and removing the door. Maintenance - performing regular maintenance on the property and well-kept property helps to create a sense of guardianship and helps to deter criminals. Prune trees and shrubs back from windows, doors, and walkways to ensure clear visibility. Use and maintain exterior lighting, either permanently on lighting or motion sensor lighting. Using CPTED designs can help implement effective use of landscaping and outdoor decorations to enhance the security and safety of your home. Some designs may require drastic changes, but many are simple steps that most residents can start doing right away. If you happen to notice someone suspicious peeking around your neighbor’s house, or activating their motion sensor lighting, contact the Roseville Police Department or call 9-1-1.
  7. March 8, 2022 Watering days shift this month due to continued drought conditions With the warmer weather it is tempting to increase your outdoor watering. But our plants and grass don’t require as much water now as they do during the much hotter summer months. And with the shortage of winter rains, we still need to conserve water. From March 1 – April 30, Roseville residents may irrigate their landscapes on Mondays and Fridays, after 8 p.m. and before 10 a.m. Non-residential properties may irrigate on Mondays and Thursdays during the same hours, respectively. Groundwater is an essential part of our water supply strategy For more than 20 years, Roseville has invested in a groundwater program to increase water supply reliability. Much like your personal stock portfolio, having diversity in your water supplies ensures you have a go-to resource regardless of water supply conditions. Our groundwater wells serve dual purposes: we can bank and store excess surface water supplies for later and extract when we need to. This is called Aquifer Storage and Recovery, and this year, for example, we replenished the ground with 160 Olympic-sized pools that will be used to offset supplies at Folsom Lake. With the Electric Rate Assistance Program, qualified residents can receive a 15% monthly discount on their electric bill. March 1, 2022 COVID-19 masking update The California Department of Public Health announced that beginning today, masks will not be required but are strongly recommended for unvaccinated people in most indoor settings. Masks are still required for everyone in these public settings: public transit, health care settings, emergency shelters, correctional facilities, homeless shelters and long-term care facilities. After March 11, masks will no longer be required in schools and childcare facilities, regardless of vaccination status. Learn more here. Final City Council district map approved The Roseville Independent Redistricting Commission approved the final City Council district map at its public meeting February 28. The map will define the City Council district boundaries for the next 10 years. The Independent Redistricting Commission was empowered by Roseville voters to adopt the district boundaries without City Council approval. The City Council cannot amend or change the map. At the annual City Council Priorities Workshop last week, all five City Councilmembers reaffirmed the approach that although they are elected by district, each is committed to serving all of Roseville. Roseville and Placer County perform yearly homeless count The City of Roseville Homeless Response Team, which includes Roseville Police Social Services Unit and the Roseville Housing Division, was among a collaborative group of agencies and nonprofit organizations from Placer County conducting an annual point-in-time count of the homeless February 24. The point-in-time count is done to gather information about our local homeless population, assess local needs for services, and to track progress of housing and other supportive programs. The results of the survey are expected to be available this summer. Avoiding Identity Theft Scams By: Rob Baquera, Public Information Officer, Roseville Police Department After the whirlwind of the holidays and start of the new year, many of us are preparing to do our tax returns. Since the pandemic started, consumers have had to adjust how they buy groceries, order take out food, and conduct financial transactions. Criminals are aware of the mass changes and have been quick to adapt their tactics to trap or trick us into giving them our private information. Here are a few ways you can protect your personal information: Avoid responding to emails from unknown senders, unfamiliar email addresses, or “odd” looking emails. When you receive an email from a company you do regular business with, check the sender’s email. Confirm that it is a legitimate email address from the company. Do not click any links in the email, rather go to the company’s website to search for the information referenced. Avoid clicking downloads for unknown applications or games onto your cellphone, laptop, or other mobile device. To download an app or game, go to your device’s app store (e.g., Google Play Store or Apple’s App Store). This can help protect devices from malware or viruses being installed. Be cautious of pandemic scams. We have seen an increase of vaccine-related scams or health insurance scams. Some scams involve bogus cures, selling of at-home rapid test kits, or charging for tests administered at free testing sites. Check with your insurance company for the latest testing methods. Beware of Impostor Scams. These are scams when criminals may call and pose as someone from a recognizable company, charity, organization, etc. They may express an urgency to their call due to an overdue bill, compromised account, sick loved one, support for a special cause, or even good news, like winning the lottery. To resolve the problem or address the concern, they will often ask for private and personal information. They may act quickly and brashly, threatening and domineering, or even friendly and complimentary. Avoid scammers that call repeatedly to influence you or try to pass you from one representative to the next to get you to do their bidding. If there’s a true concern, problem with a bill, or compromised account, hang up and call the originating company directly. Contact the charity or non-profit directly if you want to donate to a special cause. Reach out directly to your loved one if you’re concerned about their health. Scammers will often try repeatedly until they are successful. The Federal Trade Commission estimates that scammers successfully stole $547 million in 2021. The more difficult we make it for them to succeed with their current strategies, the more likely they are to try new methods. If you have been the victim of fraud or identity theft, file a report with the Federal Trade Commission. If impostor scammers are coming to your door and soliciting and violating Roseville Municipal Code 10.36.030, you can contact Roseville Police Department or file an online crime report.

Sports Complex background The City Council recently approved the purchase of up to 20 acres on Phillip Road, Brookstone Drive and Durango Way in west Roseville. The City of Roseville currently owns the adjacent parcel north of the proposed 20-acre property. The complex will add money to the city’s General Fund through sales and occupancy tax revenue from out-of-town visitors. The sale is expected to be finalized in late Spring/early Summer. It’s hoped that construction for the sports complex would get underway sometime in 2023. The complex will add to the growing number of parks in Roseville. January 18, 2022 New statewide drought emergency water conservation regulations in place California recently approved new emergency water conservation measures to stretch and manage water supplies during continued drought conditions. Although California received record rainfall and snowfall to close 2021, we still only have 58% of the precipitation needed for the year. Also, not all reservoirs have rebounded and are still lower than needed as we approach the summer months. As a result, these mandates are effective mid-January for one year unless extended by the State. Read more about the emergency measures.   • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
