  2. "A Notice of Preparation (NOP) is being issued to notify interested parties that an SEIR will be prepared, and to solicit feedback on the scope and content of the analysis in the SEIR." "The proposed SPA 3 project would amend the West Roseville Specific Plan (WRSP) to accommodate 1,661 additional residential units (586 Low Density Residential units, 609 Medium Density Residential Units, and 472 High Density Residential Units) in Fiddyment Ranch Phases 2 and 3. The project would affect approximately 815 acres of land generally north and west of the Blue Oaks Boulevard/Fiddyment Road intersection. The revised land use plan will not change the footprint of the WRSP, but would redistribute certain land uses (LDR, LDR (Pocket Parks), MDR and HDR, CC, P/R, OS, P/Q-P, and Right-of-way) within the project area.   5. WestPark-Fiddyment Farm Neighborhood Association will hold its 3rd Annual Neighborhood Garage Sale Fundraiser event on Saturday, May 18, 2013. The advertised time posted will be 9:00 AM through 2:30 PM. Both WFFNA and its participants last year were very pleased with their results. It provides an opportunity for the residents to recycle unwanted items while raising funds for future neighborhood events. In addition to participation in the city-wide events sponsored by the Roseville Coalition of Neighborhood Associations (RCONA), with events such as the Fourth of July Fun Run, Downtown Tuesday Nights, and Free Movies in the Park, and Santa in the Park [more details to follow on all events], our local neighborhood association, WFFNA, is planning to hold several of its own events, including an Easter Egg Hunt at Fred Festersen Park and National Night Out in August. These events are provided for the benefit and enjoyment of the residents of the neighborhood, but do require funding. Most Neighborhood Associations have found that they can fund all the year’s events with the funds raised by their yearly garage sale, and even smaller neighborhoods have near 100 participants each year. You keep all the proceeds from your sale items. The sign-up fee of only $10 provides: Advance advertising in at least nine (9) Tribune Press newspapers and at least two (2) websites (including Craig’s List); Your address & location plotted on maps to handed out at the major WestPark & Fiddyment Farm entrances; Help-you-sell package with balloons to put up indicating your participation, inventory list, and Garage Sale tips; ‘Donation Pick-up service’ truck from either Salvation Army or Wind Youth Services at a central location at 3:00 -4:00 that day for your convenience for those items not sold. Get your neighbors involved, and we hope you will find the Garage Sale a rewarding experience that you’ll want to repeat each year. If you can’t participate this year with the sale, we hope you’ll consider sending in a contribution instead and collect your items for next year.   6. The Western Placer Waste Management Authority (WPWMA) is a joint powers authority comprised of Placer County and the cities of Lincoln, Rocklin and Roseville. The WPWMA owns and operates the landfill, materials recovery facility, and green waste composting facility in south Placer County. Over the last two years, the WPWMA has conducted community meetings to engage residents in a dialogue regarding facility operations and odor conditions in the Sunset Industrial Area. The WPWMA invites you to community meeting on Wednesday, April 24th at 7:00 PM at the WPWMA offices at 3033 Fiddyment Road located at the corner of Athens Avenue in Roseville. The meeting will include updates on planned projects aimed at reducing facility odors as well as an open forum to address resident questions. Please visit wpwma.com for more information. From the city website: The 10,000 square foot Fire Station will house three rotating crews that work 24 hours a day 365 days a year and will include a state of the art station alerting system, energy efficient lighting, and is equipped to operate as a City Rehabilitation Site in the event of an emergency. The new fire station is strategically located in the center of the West Park Fiddyment Farms neighborhood off of Hayden Parkway. “This neighborhood fire station will serve the community which is why we want the public’s help to determine the name,” said Fire Chief Marcus Reed. Residents are encouraged to submit their suggestions by April 1st to the City Clerk’s Office in person or by mail at 311 Vernon Street, Roseville 95678. All Fire Department facilities are named after distinguished members of the Roseville Fire Department and/or community. The criteria is that the person: 1. Must be deceased. 2. Must have made a significant contribution to the Roseville Fire Department and the City of Roseville. Nomination forms can be found by clicking here. All nominations received that meet the above criteria will be given to the naming committee consisting of two city council members and members of the Fire Department for final selection.   9. At the July 18, 2012, City Council meeting, representatives of Roseville Electric presented a proposal for the Roseville Energy Park Liquid Management System. The proposal is for Phase 3 of the system which would cover disposal of the wastewater generated from the power plant. As described, Phase 3 would consist of a 12-month process to obtain all the necessary permits and public outreach, to be followed by the actual 6-9 month construction period. The Liquid Management System would replace the current costly method of disposing of the wastewater, saving well over $1 million per year. The proposed new system would consist of two injection wells which would inject the wastewater to a low permeable salt-water level below the Aquifer system. Details of the plan were presented to the Council, and can be seen as represented to the Roseville Public Utilities Committee on June 26, 2012 and a FAQ from Roseville Electric at the City’s website. Concerns have been raised over: Long Range Effects -- how millions of gallons of contaminated water and minerals could just endlessly be dumped below the surface Potential fracking -- concerns over the injection process known as “fracking” and numerous claims of related earthquakes experienced even after the reported process had been stopped Safety Measures -- concerns were asked about the safety of the injection wells themselves and what safety measures would detect leaks into the fresh water aquifer Alternatives to this Plan -- question about other alternatives that were considered or possibly should re-considered The WFFNA Board encourages you to follow the proposed project, especially since this is right where you live. For those that were not here 2009 and 2010 here is some background information on West Roseville Specific Plan (WRSP) - Specific Plan Amendment 3 (SPA 3): In November 2009 Signature Properties submitted an application to amend the West Roseville Specific Plan (WRSP) to add 1,905 residential units and 6.2 acres of commercial land within the Fiddyment Ranch portion of the WRSP. On March 3, 2010, Council adopted resolutions approving 1) a Professional Services Agreement for professional environmental consulting services and preparation of a Subsequent EIR (SEIR), and 2) authorizing the City Manager to enter into a Funding Agreement with the land owner (Roseville/Fiddyment Land Venture. LLC) for reimbursement of consultant costs and staff processing of the application. In December 2011, the applicant provided a written request to staff to discontinue processing the application due to financial issues associated with the ownership/partnership for the property/project. The application was ultimately withdrawn in October 2012. The new property ownership group, ATC Realty One, LLC, is now ready to resubmit an application to complete the Specific Plan Amendment, with one modification. The quantity of additional residential units requested will be reduced by 245 units from 1,905 to 1,660. With the exception of this modification, the new project description, acreages, and entitlements will be identical to the project submitted in 2009. The consulting firm of North Fork Associates (NFA) prepared the Subsequent EIR (SEIR) for the original Fiddyment SPA 3 project. As a result of a merger, NFA is now operating as Dudek. Since NFA (now Dudek) prepared the SEIR for the original project, Dudek was selected to prepare a Recirculated SEIR to address the revised project description for proposed Fiddyment SPA 3 project. The funding for the SPA3 SEIR work was approved by the Roseville City Council last night (January 16th, 2013). Meetings with West Roseville Specific Plan (WRSP) Developers Members from WFFNA’s Planning & Development committee met with representatives of the developers from the West Roseville Specific Plan. Here are a few updates for you: Jan. 29, 2013—WestPark Associates Loren & Sue Cook and Chris Erickson met with Aldo Paneschi, John Tallman and Jeff Jones of WestPark Associates. They said there had been a recent resurge of interest from builders and they were going forward with proposed mapping changes for development in the Phase 4 area. They presented a tentative plan they will submit to the City soon. Here’s some items noted: high density facility moved out of residential area to a Blue Oaks entrance area high density facility could be built at 20 units per acre (agreements with City not to hold to 25 units per acre) school area redesigned so no home fronts would face school street would add 30 homes (minor amount overall with a better plan) infrastructure for Phase 3 should start 2013, and for Phase 4 in 2014 So this presentation seemed to be good news for the future of our neighborhood. February 11, 2013—Fiddyment Ranch SPA 3 (Specific Plan Amendment) Loren & Sue Cook, Amy Aufdenberge, and Joe Van Zant met with Steve Hicks of Signature Management Co.; Ron Miller, Project Planner; Katherine Waugh, Dudek (EIR Preparer); and various City and Signature members to discuss recently reactivated SPA 3 proposal. Here’s some items noted: Several of the High Density Residential (HDR) facilities will not have to be built out at 25 units per acre (F21,22,23,and 24); F6B and F8B will still be 25 units per acre. The Subsequent EIR now pending will include all original opposition submitted from WFFNA, and will include impacts from all areas annexed since the original EIR was done (including Sierra Vista and WestBrook, Creekview, and Reason Farms). Plan includes better street flow and access, including four Round- A-Bouts at intersections. Although density bonuses will still be granted for HDR builders, reduced parking allowance will not be granted—they must provide sufficient on-site parking. Loren requested the developers meet with the City for discussions of a possible police sub-station in this area. Although the overall plan is better than last presented, it still requests 1660 additional units (reduced from 1905 as originally presented). This is basically the removal of one HDR facility, not from any reduction of the housing density on homes. Sue Cook read section from 4.3 from the West Roseville Specific Plan which basically limits changes in increases or decreases of units to “not change by more than twenty-percent (20%)... as established at the time of original approval of the Specific Plan”. City staff said that just refers to developers not having to request specific amendments, but WFFNA members disagreed with that interpretation and still believe 1660 units exceeds that of the Specific Plan, without including subsequent SPAs already adding an additional 404 homes. Steve Hicks said Signature Management would like to present the latest proposal at one of our WFFNA meetings and will work with Loren Cook to schedule it for March or April.   12. Here are some notes from the meeting and a copy of the AT&T handout. AT&T was going to meet again with the St. John's Church last Friday. They were to decide on the final location on St. John's property. Both examples they showed looked very nice and you could not tell they were a cell tower at all (see attached PDF). The St. John's cell tower should be done as soon as possible - definitely by the end of the year. There is another cell tower planned for 2014 North of Blue Oaks in Veteran's Park (city property). Both towers may have other carriers (besides AT&T). Hope that this answers most of your questions... if not let me know and we can followup with AT&T. The Fiddyment Farm Neighborhood Association is NOT an HOA and there are no fees or dues. We are here to:

  • Provide an open forum through which all members of the neighborhoods can participate in the identity, social culture, growth, development, and activities of the neighborhoods.
  • Identify and communicate the issues and concerns of the Association members to the Roseville Coalition of Neighborhood Associations, the City of Roseville, and other appropriate entities.
  • Keep all members of the neighborhoods informed regarding issues vital, or of interest, to the well-being of the neighborhoods.
  • Encourage and facilitate communication and cohesiveness among all the people of the neighborhoods. To act in cooperation with government and non-government agencies to preserve and improve peace, safety and property values in the neighborhoods.
