  1. Review/Old Business: A) Bond Money: The Committee reviewed the second round of Q & A’s sent to the RJUHSD in April. (Attached) The Committee will review the link to California Tax Data to look at how the Bonds will be paid off in ten years. Of note is that the proposed Bond for the November ballot (to cover High School repairs and the $30 million needed to close the financing gap of the 6th High School) requires 55% to pass rather than a two-thirds majority. The Committee also discussed the use of developer fees in regards to the RJUHSD. Developer fees can be used to help with school site repairs and leased portables. The District has saved much of the developer fees. The District pointed out that developer fees cannot be used to pay teacher's salaries, or for textbooks. The Committee reviewed the fact that the proposed Bond will be voted on by communities with individuals over 55. The entire District will pay their portion of the Bond which equates to $15.00 per $100,000 assessed value per year. The Committee feels it is necessary for the City and HS District and this Committee meet to discuss the accounting of collected taxes and fees. C) Draft letter of introduction/cooperation with Roseville Elementary School District and local PTOs: still being developed. D) Sign for future 6th High School: Loren Cook talked to the City of Roseville and it was determined that Signature Homes needs to update the sign. All signs need to have a sticker on them denoting registration with the City. There has been a general clean-up of signs recently because of this regulation. E) School Board Forum: in process New Business: The Superintendent of High Schools, Ron Severson, called a meeting for a few of the Committee members: Loren Cook, Scott Alvord, and Sue Van Zant. He gave us a March Soundbite document and a student attendance chart. (Attached) The attendees discussed that the District is very motivated to get the funding and begin the 6th High School building project. They have reduced the bus pass from $225 a year to $50 per year for the 2017/2018 school year to help the parents who have to bus their students. The projected date for ground breaking will be 2018, with the High School opening in the Fall of 2020 with 9th and 10th graders. In general, the Committee discussed the pros of the school being built: the HS School District growth will outpace room in the current schools; the fact that home and property values will increase; the added value to the community in activities, a sense of community and identity for West Roseville; and the fact that so many parents want their children to attend a school nearer to their homes. We feel that the Schools Committee has made itself a presence in the development of the 6th High School so that it will keep on track. Roundtable: The Committee discussed the survey that went out to some homes in West Roseville. Sue Van Zant has an email out to the HS District as to which homes got the survey and how to get one if requested. She will keep us updated. Because of a larger turnout for the meeting, it was established that all the handouts from the meeting will be posted, along with these minutes. Next Meeting: Due to Chilton being closed for the summer break, the Schools Committee will meet at St. John’s Episcopal Church, 2351 Pleasant Grove Blvd, Roseville on the following dates: June 21st, July 19th and August 16th.   12. City officials, School District officials, and West Roseville developers broke ground today for the third elementary school here in the West Roseville Specific Plan. This will be the third of four elementary schools planned for the area and is scheduled to be open for the fall semester of 2017. Here are a few photos from today's groundbreaking.

Attendees: Joe and Sue Van Zant and Loren Cook from FFNA Board; Curtis Hunter, Dan Gergis from WPNA Board; Erik Lawson from WPNA and Ted Herr from Granite Bay. 1) Future meetings: We have been confirmed to meet throughout the summer at St. John’s Episcopal Church on June 21st, July 19th, and August 16th and will continue at Chilton Middle School through the end of the year. 2) Issues/Discussion Items: A) A summary of the Steering Committee meeting from 3-31-2016 was presented by Curtis Hunter. 1. Meeting was at Junction Library at 6:00pm with approximately 18 people in attendance, most were RJUHSD district representatives or district employees. There were 5 community members in attendance at this productive meeting. 2. The architects, the DLR group, was presenting the plans and focusing on phase one, the timeline is still on track for a 2020 opening. 3. The focus building concepts as presented by DLR are 'dynamic learning opportunities, collaboration and transparency.' 4. Concern was voiced for pushing the city and parks and recreation to build a joint-use pool on the Phillip Road side of the campus. 5. A constructive exchange of ideas were voiced to DLR including the arrangement of entrance/exit for whole campus rallies and assemblies in the gym; location of basketball courts; using common lighting masts for the soccer pitch and track facilities; paving more parking for in phase one for cost savings and portable classrooms before phase 2 is completed. 6. Concern was also voiced about parking and cooperation between the district and the Placer Valley Sports and Tourism soccer complex. 7. Input from all stakeholders was heard, and the meeting was adjourned at 8:00pm. B) A summary of the questions we posed and the answers we received from the RJUHSD is attached. We are developing some follow-up questions to send back. C) Curtis Hunter is drafting a letter from our committee to Roseville Elementary School District and local Parent/Teacher Organizations to introduce us and let them know that we want to be a partner to their entities. D) Groundbreaking for the new elementary school will be Thursday, April 28th, 10:30 at the school site: 4375 Brookstone Drive in the WestPark neighborhood. Several Board members are planning to attend. 8. Loren has asked the City of Roseville to ask Signature Homes if they will be updating/improving the sign for the Sixth High School. Update to come. 9. We further discussed putting together a forum for School Board candidates for our August Meeting on August 16, 2016. Since the final filing date for candidates is August 12, 2016, we decided to have a forum at Chilton Middle School Multipurpose Room in place of our September meeting. That would be September 20, 2016. We will look into this possibility and compose questions and find a moderator. 10. Next meeting is May 19, 2016 at Chilton Library. Thank You to all who attended! City officials are reviewing the property status and are negotiating what repairs Signature Development will be responsible for before City takes over the property. Extra security patrols have been ordered by City. The purpose of this committee is to engage with the city and community in the following ways: To understand the maintenance schedule, its costs and any ramifications repairs would have on the historic property. To ensure that the site is protected as repairs are underway. There are two structures on the site currently in dangerous decay; the original 1879 smokehouse and cooler buildings. Both are brick structures with original mortar. To communicate to the community about the property and the potential it holds for its positive impact on Roseville and its history. B) A summary of the Elementary School presentation from the WP/FF NA Board meeting of March 8, 2016 was discussed. (That summary can be found on the NA website, Facebook Page and/or Next Door.) C) Issues: We will be composing questions to be sent to the Superintendent and staff as follows: 1) Can the West Roseville residents who already pay on a bond for the 6th High School be made to pay on another bond (November ballot bond) for the same reason? 2) What descriptive language will be on the November ballot regarding the dispersal of the monies? 3) What is the status of the monies collected from West Roseville developers and Mello Roos that have been collected over the past years? 4) When monies are collected from West Roseville Mello Roos, developers, bonds, etc., for the building of the High School, in what financial entity are those funds held? 5) The $115 million measure for the school building project translated into a tax rate of $26.29 per $100,000 of assessed value each year for property owners. The RJUHSD letter dated 6/17/2014 states "maximum taxpayer rate for all bond issuances--$38.68 per $100,000 of assessed valuation". The independent audit report shows the bond was $4,885,624, so there seems to be a $250,000 overage. Where did that money go? 7) What was the purchase price of the 6th High School property? D) The committee is working with the District to promote a $100 million School Bond, which will be voted on at the School Board meeting. From there, we will work with the entity that will promote the Bond passage. Suggestions to work on will be promoting the Bond through the schools by working on fundraisers at the School level. Perhaps having a booth at the school events was suggested. There are various Turkey Trots and carnivals planned by the Schools in the area. E) The members present who are on the Steering Committee for the 6th High School discussed our shared purpose. The Steering Committee is discussing steps by the District to outfit the school with desks, etc., and in future work on school colors and mascot, etc. The Steering Committee members will continue to share information from future meetings at this meeting. F) We discussed putting together a forum for School Board candidates for our August Meeting on August 16, 2016. The final filing date for candidates is August 12, 2016.
